You may have had a WorkSafeBC OSO arrive at your worksites, to discuss Boom Truck and Bucket Truck Regulations.  If they haven’t been there yet, they will probably be, soon!

The issues are:

  • Certification:  Mobile cranes, tower cranes and boom trucks that have a rated capacity of 5 tons or greater, or a boom length of 25’ or more must be operated by a certified operator.  The only acceptable organization for certification is the BC Association for Crane Safety (http://www.bcacs.ca/)

  • Stability Tests:  Must be completed annually.  If your municipality has purchased a chassis from one location and a crane from another, and put the two together, you MUST have the stability test completed.  Even if you purchased the two from a single supplier, you must still ensure the stability test has been done.

  • Annual Inspection/Certification – required by a professional engineer.

  • Manufacturer’s manual – must be available where the boom truck or bucket truck is being used

  • Pre-trip inspections – must be performed before use on each shift and after any modification

  • Outrigger Setup – blocking, shoring or cribbing must be sized and used as necessary

TRAFFIC CONTROL AND WORK ZONE TRAINING

WorkSafeBC to date only recognizes one source for Traffic Control Person Training.  For information on this process, please see the website for the Safety Network

The BC Municipal Safety Association has designed a half-day training program for staff required to set up work zones without traffic control personnel.  A course is offered in Whistler on September 16, 2009 (see upcoming events), or a municipality could use the training program and provide the sessions with their own qualified staff as trainers.  Included here is a sheet which can be printed on magnetic paper for use as a training tool and a template for a Traffic Control Plan developed by a member municipality.
